If you want a very solid understanding of the process and philosophy of one of the most current approaches to program evaluation, and you're willing to invest some time and energy into your learning, then consider reading "Utilization-Focused Evaluation" by Michael Quinn Patton. It has the depth and breadth of a textbook, but it is written in a very engaging and practical style.
If you are considering setting up a smaller scale evaluation designed and run mostly program staff, then consider reading "Everyday Evaluation On The Run" by Yoland Wadsworth. This book goes a long way toward demystifying the whole process of systematically seeking feedback so that it feels accessible to everyday folks. Plus, there's lots of good cartoons.
